The Regulated Qualifications Framework, or RQF, is the system used to classify regulated qualifications in England and Northern Ireland. It includes Entry Levels 1–3 and qualification Levels 1–8. The level indicates the difficulty and complexity of the knowledge and skills assessed, while the qualification size indicates the expected amount of learning.
A regulated qualification is formally recognised and listed on the Register of Regulated Qualifications. It is offered by an awarding organisation recognised by the relevant qualifications regulator and must meet defined requirements for design, assessment and quality assurance. Learners can use the official register to confirm a qualification’s title, level, awarding organisation and regulated status
A regulated qualification appears on an official qualifications register and is assigned a recognised framework level. An endorsed course is reviewed or approved by an external organisation but does not automatically form part of the RQF. Endorsed training can support professional development, but it should not be described as an RQF qualification unless it is officially regulated and listed on the register.
Qualification regulation helps protect learners and maintain confidence in assessment and certification. Regulated awarding organisations must follow requirements covering qualification design, assessment, quality assurance and awarding. This creates clearer and more consistent standards and allows learners, employers and education providers to verify qualification details through the official register.
A non-regulated qualification or course is not listed on the Register of Regulated Qualifications. It may still provide useful skills, knowledge or continuing professional development, but it does not carry an official RQF level. Before enrolling, learners should check the course provider, certification, learning outcomes and whether the training meets their personal or professional requirements.
The UK does not use one single qualifications framework for every nation. The RQF applies in England and Northern Ireland, while Wales and Scotland use their own qualification frameworks and regulatory arrangements. Qualification levels can be compared, but learners should check the framework and regulator relevant to where their qualification is awarded or recognised.
RQF Level 7 represents postgraduate-level difficulty. Qualifications at this level include master’s degrees, postgraduate certificates, postgraduate diplomas, Level 7 awards, certificates and diplomas. However, qualifications at the same level can differ substantially in subject, purpose and study size, so a Level 7 certificate is not automatically the same qualification as a master’s degree.
